Convert download-google-fonts from bash to PHP

Replace .sh with .php so it runs anywhere PHP is available (no bash/curl dependency). Same functionality: fetches woff2 files from Google Fonts API for Roboto, Noto Sans, Fira Sans. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
