By the way, remove "shadow connection secrets" tricks: showing

Use `golangci-lint fmt` to format code, replacing the previous custom
formatter tool. https://github.com/daixiang0/gci is used to order the
imports.
`make fmt` performs ~13% faster while consuming ~57% less cpu while
formatting for me.
`GOFUMPT_PACKAGE` is gone because it's using the builtin package from
golangci-lint.

1. remove `TEST_CONFLICTING_PATCHES_WITH_GIT_APPLY`
* it defaults to false and is unlikely to be useful for most users (see
#22130)
* with new git versions (>= 2.40), "merge-tree" is used,
"checkConflictsByTmpRepo" isn't called, the option does nothing.
2. fix fragile `db.Cell2Int64` (new: `CellToInt`)
3. allow more routes in maintenance mode (e.g.: captcha)
4. fix MockLocale html escaping to make it have the same behavior as
production locale

Enable the `nilnil` linter while adding `//nolint` comments to existing
violations. This will ensure no new issues enter the code base while we
can fix existing issues gradually.

Improve BuildCaseInsensitiveLike with lowercase, users are more likely
to input lowercase letters, so lowercase letters are used.

This PR's design is quite lightweight, no hard-dependency, and it is
easy to improve or remove. We can try it on gitea.com first to see
whether it works well, and fine tune the details.

Replace #26661, fix#25979
Not perfect, but usable and much better than before. Since it is quite
complex, I am not quite sure whether there would be any regression, if
any, I will fix in first time.
I have tested the related pages many times: issue list, milestone issue
list, project view, user issue list, org issue list.
# The problem
The previous implementation will start multiple POST requests from the
frontend when moving a column and another bug is moving the default
column will never be remembered in fact.
# What's changed

position

moving the columns
- [x] Use a star instead of a pin as the icon for setting the default
column action

Noteable additions:
- `redefines-builtin-id` forbid variable names that shadow go builtins
- `empty-lines` remove unnecessary empty lines that `gofumpt` does not
remove for some reason
- `superfluous-else` eliminate more superfluous `else` branches
Rules are also sorted alphabetically and I cleaned up various parts of
`.golangci.yml`.
As the latest tag of `github.com/denisenkom/go-mssqldb` is in 2022, but
as a fork of it, `github.com/microsoft/go-mssqldb` has more activities
than the original repository. We can convert the driver to the fork.
Since the interface of Go database driver are the same, it should have
no any affect for the end users.
Fix#29074 (allow to disable all builtin apps) and don't make the doctor
command remove the builtin apps.
By the way, rename refobject and joincond to camel case.
Help #29999, or its tests cannot pass.
Also, add some comments to clarify the usage of `TxContext`.
I don't check all usages of `TxContext` because there are too many
(almost 140+). It's a better idea to replace them with `WithTx` instead
of checking them one by one. However, that may be another refactoring
PR.
- Databases are one of the most important parts of Forgejo, every
interaction uses the database in one way or another. Therefore, it is
important to maintain the database and recognize when the server is not
doing well with the database. There already is the option to log *every*
SQL query along with its execution time, but monitoring becomes
impractical for larger instances and takes up unnecessary storage in the
logs.
- Add a QoL enhancement that allows instance administrators to specify a
threshold value beyond which query execution time is logged as a warning
in the xorm logger. The default value is a conservative five seconds to
avoid this becoming a source of spam in the logs.
- The use case for this patch is that with an instance the size of
Codeberg, monitoring SQL logs is not very fruitful and most of them are
uninteresting. Recently, in the context of persistent deadlock issues
(https://codeberg.org/forgejo/forgejo/issues/220), I have noticed that
certain queries hold locks on tables like comment and issue for several
seconds. This patch helps to identify which queries these are and when
they happen.
- Added unit test.

Mainly for MySQL/MSSQL.
It is important for Gitea to use case-sensitive database charset
collation. If the database is using a case-insensitive collation, Gitea
will show startup error/warning messages, and show the errors/warnings
on the admin panel's Self-Check page.
Make `gitea doctor convert` work for MySQL to convert the collations of
database & tables & columns.

It is not quite breaking, but it's highly recommended to convert the
database&table&column to a consistent and case-sensitive collation.
Introduce the new generic deletion methods
- `func DeleteByID[T any](ctx context.Context, id int64) (int64, error)`
- `func DeleteByIDs[T any](ctx context.Context, ids ...int64) error`
- `func Delete[T any](ctx context.Context, opts FindOptions) (int64,
error)`
So, we no longer need any specific deletion method and can just use
the generic ones instead.

The function `GetByBean` has an obvious defect that when the fields are
empty values, it will be ignored. Then users will get a wrong result
which is possibly used to make a security problem.
To avoid the possibility, this PR removed function `GetByBean` and all
references.
And some new generic functions have been introduced to be used.
The recommand usage like below.
```go
// if query an object according id
obj, err := db.GetByID[Object](ctx, id)
// query with other conditions
obj, err := db.Get[Object](ctx, builder.Eq{"a": a, "b":b})
```
