Migrated from MokoJoomMembership#82

Problem

No phpcs.xml configuration exists. Per Coding-Standards, PHPCS with PSR-12 (errors only) is CI Gate 1.

Required

  • Create phpcs.xml with PSR-12 ruleset
  • Configure paths to scan
  • Add to composer.json scripts
  • Ensure CI workflow runs PHPCS
