chore(version): pre-release bump to 01.08.09-dev [skip ci]

Remove func_get_arg() legacy fallbacks from onContentBeforeDisplay,
onContentAfterSave, and onContentChangeState. All methods now use
typed event parameters (Joomla 6 only).
