Reviews and aligns the 12 .mokogit/ISSUE_TEMPLATE/* templates.

  • 7 improved: config.yml (MokoGIT discussion link), bug_report.md (Node/npm coverage), mcp_connection_issue.md (transport+invocation), mcp_tool_request.md (tool-name convention), question.md/version.md (drop hardcoded assignee, zero-padded version scheme), security.md (fixed relative link).
  • 5 already correct, unchanged.

Generic templates (bug_report/feature_request/documentation/question/security/adr/rfc/version/config) should ultimately live in Template-Generic and cascade via the issue-templates sync (#361 / PR #362); the 3 mcp_* templates stay platform-specific. This PR improves the Template-NPM copies in place.
