fix(workflows): trigger promote-rc on any PR opened to main ... a864a4a0f0

Gitea 1.26 does not support draft PRs via API. Changed promote-rc
trigger from draft-only to any PR opened to main (release job only
runs on merged PRs so no conflict).

fix(workflows): write clean updates.xml on stable release ... f7a6e0bae7

Delete stale updates.xml before running updates_xml_build. Stable
releases write ALL channels so no entries need preserving. Prevents
old version data from RC/dev leaking into the stable update stream.

fix: fetch updates.xml from main, discard stale version entries ... e477760b33

- auto-release: fetch existing updates.xml from main before building
- updates_xml_build: discard preserved entries with versions lower
  than the current release to prevent stale data leaking through
