Add whitelist_actions_user to all branch protection rules and pass through MokoGiteaAdapter so the mokogitea-actions bot is whitelisted when sync_rulesets.php runs.

Add whitelist_actions_user rule to all branch protection definitions so
the mokogitea-actions bot is automatically whitelisted for push access
when sync_rulesets.php runs. Updated MokoGiteaAdapter to pass
push_whitelist_actions_user and merge_whitelist_actions_user through
to the Gitea API.

Delete Branch "feat/actions-bot-branch-protection"

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
