Create a CLI tool for Grafana dashboard management.

Should:

  • Create/update dashboards from JSON definition
  • Delete dashboards by UID
  • List dashboards in a folder
  • Export dashboard JSON

Replaces the manual curl/Python scripts for dashboard provisioning.
