Fix offline: load com_users lang, card width 720px. Bump 03.09.26 
- Load com_users and core language files for LOGIN_RESET, LOGIN_REMIND,
  SKIP_TO_CONTENT keys
- Card max-width 640px → 720px (matches clarksvillefurs.com)
