Relocate repo-specific workflows (deploy-rc.yml) into .mokogitea/workflows/custom/ so the sync doesn't touch them. Still run (Gitea executes custom/).

These are repo-specific (not platform-standard) and belong in custom/ so
the workflow sync never distributes/clobbers them. They still run here
(Gitea Actions executes custom/). Moved: deploy-rc.yml
