Reverts #18. The MokoGIT run-creation-with-concurrency bug (MokoGIT#799) is fixed as of prod mokogit stable-439 (verified: a workflow with a concurrency block now creates and runs). Restore the concurrency blocks on deploy-dev/rc/prod so deploys serialize again.
