chore(ci): version bump targets dev branch instead of main aa4c296c66 
Version bumps now push to dev first, then sync main into dev after
release. This keeps dev as the active development branch with the
next version number.

feat(ci): add changelog gate — require CHANGELOG.md update before merge to main f6d5dbb837 
Fails PR check if CHANGELOG.md is not modified. Bypass with [skip changelog]
in PR title or body. Only enforced for PRs targeting main.

- Rename clone URL from MokoStandards-API.git to moko-platform.git
  (repo was renamed; git clone does not follow HTTP 301 redirects)
- Change runs-on: release to ubuntu-latest (runner lacks release label)
- Fix Gitea clone auth: use token-as-username instead of x-access-token
  (x-access-token is a GitHub convention, Gitea uses raw token)
